UN Security Council Resolution 1894 calls upon the international community to implement far-reaching measures to protect and support civilian populations in situations of armed conflict.
The content of this training course reflects a broad interpretation of protection, which goes beyond the idea of providing protection from physical violence and includes the creation of protective environments and the implementation of activities to obtain full respect for the rights of the individual in accordance with international humanitarian law, human rights and refugee law.
Graduates of this course shall possess a comprehensive and critical understanding of the multiple dimensions and meanings of the protection of civilians in armed conflict. They can add value to national and international crisis management operations in their respective fields of responsibility and are trained to understand the roles and responsibilities of military, police, political and civilian actors involved in protection work.
They are able to analyze the specific threats to and the needs and rights of different vulnerable groups of civilians affected by armed conflict, and can develop and operationalize context-sensitive, effective strategies and measures to improve their situation and protect them from harm.
REQUIREMENTS FOR PARTICIPATION
The course targets national and international experts and decision-makers of (the) • armed forces (battalion level and above), • police (commander of formed police unit and above), • civilian organisations (head of substantive section and above), and • political/civilian administration (head of division/department and above) involved in crisis management and/or peace operations.
Course participation cost is € 600,- including full-board accomodation at the course venue.
